James McGrath


James McGrath founded PRD in 1977 and, as Chairman, he oversees the entire organization. Jim has spent over 40 years in the real estate industry—planning, consulting for and managing housing programs, projects and properties.

Real estate has always always been Jim’s passion. He firmly believes in helping others and has built his career around his commitment to housing. He focuses specifically on developing and managing affordable housing properties. Jim has received numerous industry awards, including the 2012 Industry Leadership Award by PennDel AHMA—for his leadership in founding that chapter—and the 2009 NAHMA President’s Award, presented to someone who has made an outstanding contribution to the cause of affordable housing.

Jim is a licensed Real Estate Broker and licensed professional planner in the State of New Jersey and a licensed Real Estate Broker in the Commonwealth of Pennsylvania. His professional affiliations include serving as President of the National Affordable Housing Management Association (NAHMA) and Co-Chair of the New Jersey Housing Task Force of the New Jersey Housing & Mortgage Finance Agency. Jim  was a founding member of the NAHMA Educational Foundation and JAHMA and Penddel AHMA chapters. He currently serves on the board of NAHMA, the St. Joseph’s Carpenter Society in Camden and the Logan Square Civic Association. He and his wife reside in Ft. Lauderdale Florida, and have two grown two children, daughter Karin who now runs the family business and management company in NJ and son Patrick who is the Senior Managing Director, International Desk, for Savills Studley in NYC.


Karin McGrath Dunn


Karin is the second generation leader of PRD Management. Karin grew up around the business and has gained experience with all aspects of the company over the past twenty years. Prior to assuming her role as President of PRD, Karin was Vice President of Operations and Organizational Planning where she oversaw strategic company projects, implemented structural changes and managed employees and other facets of the property management business.

Karin spent her early career managing projects, building client relationships, and doing consulting for organizations such as the Philadelphia Museum of Art, The Regional Performing Arts Center (now the Kimmel Center), and Merck & Co. Working with these types of diverse organizations and leaders allowed Karin to hone her skills in managing all aspects of a business—from boards to budgets to staff.

Karin obtained a Bachelor of Arts from The Ohio State University and a Master’s degree in Adult Education from Temple University. Karin is an active member of the National Affordable Housing Management Association, a NJ Licensed Real Estate Salesperson and a NAHMA Certified Professional of Occupancy (CPO). She continues to advance her own leadership expertise through ongoing learning and executive programs through the Aresty Institute of Executive Education at The Wharton School, The Institute for Real Estate Management (IREM) the Dale Carnegie organization. Karin is an active supporting member of the ThirdPath Institute whose mission is to provide support to leaders looking to succeed at work while also carving out time for their lives outside of work. Karin currently serves on the Boards of the NAHMA Educational Foundation, and Greene Towne Montessori School in Philadelphia. Karin lives in Haddonfield, New Jersey with her husband and their two children.

Scott Schaffer


As head of the PRD finance department, Scott Schaffer brings over 30 years of service to PRD, overseeing all financial reporting, budget preparation, insurance and regulatory requirements for the company and clients. Scott and his team work to implement and maintain the type of sound financial strategies that will ensure continued stability for PRD and PRD’s clients. Scott currently serves on the board of New Jersey Affordable Housing Management Association (JAHMA). Scott is a NJ Licensed Salesperson, a NAHMA Certified Professional of Occupancy (CPO), and an Accredited Residential Manager (ARM) through the Institute for Real Estate Management (IREM).

Sue McElhatton

Executive Property Manager

Sue McElhatton has been working at PRD in a management capacity for over 20 years. In her current role as Executive Property Manager, she provides a coordination and oversight for all property operations. Sue takes a hands-on approach to monitoring staff, property activities and special projects by reviewing operational issues and strategies and bringing in support when needed. Sue is a NJ Licensed Real Estate Broker, a PA Licensed Salesperson, a NAHMA Certified Professional of Occupancy (CPO), and an Accredited Residential Manager (ARM) through the Institute for Real Estate Management (IREM).

Toni Czop Walter

Manager of Accounting

Together with her bookkeeping team, Toni Czop Walter reviews budgets, processes payroll, maintains accurate books and prepares financial reports for PRD and PRD Clients. Toni also serves as a resource for accounting related training and guidance for new property managers. Toni’s team works closely with Site Managers to guide their financial activities and ensure financial stability and accuracy every single day —resulting in happy auditors and happy clients.

Tina Derer


Tina conducts monthly operating report reviews, prepares key reports and works directly with managers to help them solve accounting-related issues.

Deana Comstock


Deana's main responsibility is managing and running payroll. She also assists with activities such as bill reviews and record keeping.

Lynn Larsen


Lynn assists with data entry and helps our management team perform the checks and balances that keep our entities in compliance.
